Post subject:  Sycamore and the Marines

While I was riding in Mission trails this morning I met three other riders who, while unloading at Sycamore, were told by two riders coming out of Sycamore that they had gotten tickets. I'm hoping this is just another ugly urban rumor. Anybody have any first-hand experience today with this

Marines were in Spring Canyon today, tickets as well. Not me, but a buddy.

I was in Spring Valley today at about 11. At the bottom of Iron track I made a left they must've been to the right.

Bottom of I.T. would have been Oak Canyon. The riders I was referring to were in Spring at the bottom of Herbivore (R1). In any case, not a good thing.

Hmmm . . . I was out there around 3:45 and didn't see anything out of the ordinary, but then again we went straight up 3B and down the new (formally) old connector to L-1. Who (purportedly) gave the ticket? The bottom of R-1 is not posted as out of bounds by the City or by the military. And, if I'm not mistaken, according to the draft of the new Master Plan, R-1 is to become a connector to Sycamore if the City can work out a deal with the military.

Marines on ATV's with full uniforms and dogs. That was about 9:45AM

Well, that sucks hard -- as you know, the military out-of-bounds sign is north of R-1 and south of R-2.

Edit: For those not familiar with the geography and patchwork ownership of Spring Canyon (some City; some private; some military) this means the ticket was given in an area not posted as out of bounds, and probably not even actually on military land.

Yes, that sucks indeed. I thought things had settled into sort of an equilibrium, at least in Sycamore. I had even heard that the few Marine-civilian encounters there have been more or less "nod-and-a-wave" lately.

I can't say I'm surprised about Spring, though. People are still riding the ridge line; I see their posts on Strava and Garmin.

I hope people getting cited outside of Miramar boundaries have some means to record where they were stopped (GPS, camera, etc.).

Two questions for you:
1. Can the marines legally ticket people outside their property lines?

2. If someone is out of the marines property lines and have received a ticket, would they fight the ticket and where would that be done? (Court house?)

I would love to see a copy of the ticket ("offender's" name blacked out, of course) to see how the location is described and to see the statute or regulation that was allegedly violated.

I'll see what I can do.

I haven't seen any actual first-hand accounts posted. I do have a first-hand account, three weeks ago myself and five friends ran into the Marines riding three quads and one Polaris Ranger out in Sycamore Canyon on a Tuesday. We were riding up near the low-end of sidewinder when we saw them and played hide and seek as we rode along the east side heading south in Sycamore Canyon. At the big painted rock they had parked their vehicle so we rode over and said hello. They were military police and seemed friendly and we just rode off, no tickets no warnings just hello. I thought we were having detente with these guys but maybe not.

A sheriff truck was patrolling the Fanita Ranch valley Sunday afternoon. They appeared to be looking for motos and weren't issuing citations to mountain bikers or hikers.

Also, in case you hadn't seen this yet, from Jan. 15:

Santee officially OK's Marine Corps activities

Quote:
SANTEE — The Marine Corps has been given the OK to conduct surveillance training in Santee.

The City Council on Wednesday approved an agreement with the Marine Corps Forces Special Operations Command that allows for Marines - without uniforms, insignia, weapons or other visible indications of military presence - to observe crowds and perform surveillance training in public and commercial locations in the city.

...

"What they'll do is trek across Miramar right into Santee, basically go from open scrub into the city," Voepel said. "They may even come in through Mission Trails or through Fanita Ranch across different areas by the Santee Lakes. They'll have to make an immediate transition from the brush to an urban environment. Their job is to blend in."
