You mean stuck collapsed or stuck extended? The best thing to do is google the shock make & model for the manufacturer's troubleshooting & rebuild instructions. Air shocks are pretty easy to rebuild.

edit: Re-reading, I think it's stuck collapsed. Most likely a seal is blown and it needs rebuilding. Do you have a shock pump? Check the pressure. If low, pump it back up and see if it extends the shock. If it does, it might last a little while but it will happen again. If it doesn't, it's rebuild time. Probably is regardless. Old bike or new bike?

Don't know what type of shock you have but that happened to my Fox triad. Please be careful working on that thing since they pop out pretty quickly. Google your shock and find out how to get it out again. I followed the instructions and it popped out with a loud bang but came out.
If I remember it's because the seal has rolled trapping air on top of the shock

If you do have a Triad, see p.6 of the Fox manual. You may need to pump it to 250psi (!) to unstick it.

Favorite Trails: the ones that go down, duh!
sometimes they do this when the overall internal pressure becomes negative instead of positive (a seal has ruptured and is leaking internally)...or there is no lubrication and the parts got frozen (which is REAL bad).
have your dad call me, i can tell him how to fix it.
