Well lets see...

Some equestrians can't control their horses. Somehow this makes us irresponsible users when we scare their untrained horses.

Hikers can be retards who just want to space out in their "pursuit" of nature and not be bothered by anyone, or are so busy listening to Ipods that they are oblivious to the fact that other users are around and may want to pass. Somehow we are at fault when they have their head up their ass and have no clue what is going on around them, and then get startled when they realize someone else is there.

To summarize, this rule is to make equestrians and hikers safer from their own ignorance :lol:
