I don't think he's an ass or moron so much as sadly and seriously mentally ill. He was probably waiting outside that courtroom for some kind of competency hearing. The bailiffs or marshals or whatever remained commendably calm. I guess a taser in your pocket gives some peace of mind in that job. Hope the dude gets some effective meds so he no longer behaves like an ass. Giving his parents some peace of mind.

(Edit: Funny, I found out a little more about this video, and I am wrong. The guy IS an ass and a moron).
