Yes, this is another thread, but I'm bringing a lot of the info together in one place to keep everything together moving forward.

As of recent weeks SDMBA has become very active in concerns over the Carlsbad Highlands Ecological Reserve, which is OWNED and Managed by CDFW. I will post links to the longer stories, but the short story is here.

SDMBA is actively working with CDFW on an agreement to make Mtn Biking legal on this land, from what they say, this is an actual realistic possibility, However, it will be an on going process and will require mutual respect from both users and land managers. On the part of CDFW, they have given SDMBA verbal commitment that Enforcement will be treated as though Mtn Biking will be a legal activity. On the part of Bikers, we need to respect the land ownership and Cease any NEW Trail building and or brush clearing.

SDMBA will be working with trail users, trail builders, etc, to develop a usable trail map that can be presented to CDFW. We the DirtTreader community NEED to be involved in this process. I am willing to be a Liason to SDMBA on behalf of the DirtTreaders community if nobody else wants to do it. In Turn as the Liason, I would require anyone that associates as a Dirt Treader to refrain from any new building and to ONLY do Erosion control/repair until further notice.

In addition to this thread to Publicly Discuss the Calaveras Highlands you can PM me directly with individual concerns.

All good info. I will be sending out emails to appropriate parties this weekend myself.

It might be imbedded in one of those posts but something else I read on SDMBA's FB page is that the City of Carlsbad will be hiring (2) Rangers with law enforcement powers to issues citations (and arrest) in all the city parks including Calaveras. So my suggestion as a retired police officer is to avoid trails that have appropriate, legal signs posted because "I didn't know" and "I've been riding here for 20 years" won't cut it.

Trails Master Plan To Be Discussed at 6/20 City Council Meeting

City staff will present an update to the City Council on the Trails Master Plan at its daytime meeting Tuesday, June 20, at 9 a.m. The meeting will take place in the City Council chamber at City Hall, 1200 Carlsbad Village Drive. Those unable to attend can watch the meeting live or at a later time on the city's cable channel (Spectrum channel 24 and AT&T U-verse channel 99) and the city's website.

The purpose of Tuesday's meeting is to update the City Council on the status of the draft master plan. The City Council will hear a summary of the public and government agency input received to date and provide feedback to staff. The public is also welcome to attend the meeting and provide any additional feedback on the plan.

The next steps in the process will be for staff to further revise the draft master plan based on the input collected. Then the master plan would be brought to the City of Carlsbad Parks & Recreation Commission and the Planning Commission for a recommendation of adoption, and to the City Council for adoption. These meetings are expected to take place mid to late fall.

FYI, I talked to one of my contacts at Carlsbad PD and the "Rangers" (who are actually re-assigned community service officers) are being officially bike-trained this week.

I commented to my contact that I expect these new Rangers to either be exceedingly non-confrontational or just the opposite....over the top gung ho trying to write as many tickets as possible. He said that one of them could indeed be the overzealous type as he "wants to be a police officer" and may see this as his foot in the door.

This was indeed confirmed by SDMBA on FB.

Ben Stone "They have agreed that a solution is needed here (CDFW), they have agreed on the record to amending the civil code to allow mountain bikes on the Reserve and identifying legal trails. There is no recognition of an exact timeline or what trails will be identified, but we are working in partnership towards those goals."

With all that said, I must say working on Carlsbad Highlands Ecological Reserve/Calaveras, overseen by the California Department of Fish and Wildlife (CDFW), is incredibly complicated. There is an extensive network of trails on this Reserve that was meant to be set aside for habitat conservation and, in addition, everyone seems to have a favorite trail on the property. CDFW for their part have not effectively managed this Reserve and the idea of a reserve surrounded by 100,000’s of people without a plan for public access is nearly setting yourself up for failure.
For our part as mountain bikers we need to realize a couple of things as we go through this process. This Reserve is a shining example of everything not to do as a land manager, but it has also been used as a bat against mountain bikers across the County. What I mean by this is that this situation is what is pointed to as the worst behavior of mountain bikers and the reasons why we should not be given access to open spaces or new trails. As a group I believe we have effectively fought back against that argument, but we also need to show that we can fix the situation on this property.
So where does that start? First it starts with getting the word out - NO NEW BUILDING OF TRAILS. It also includes being good stewards of the land, educating other trail users and friends about the issues that are taking place, reporting any issues you see on the land back to us and staying engaged with local MTB advocacy. You’re getting this update because you are a SDMBA member or are on a list. The key for SDMBA as a representative association is the more members we have in the County translates into more people who are engaged in local trail advocacy and are aware of what is going with trails they care about.

So onto the issue on hand with the new law enforcement “ranger” position for Carlsbad. I have spent the time since the meeting on June 14 engaging with other local stakeholders and speaking directly with the City of Carlsbad about the new Ranger position we were all very concerned about. I am happy to say that the City of Carlsbad is onboard for working with us and CDFW towards a solution on this property and has assured us that the new position will not be used as an enforcement tool against mountain bikers or used primarily to patrol this property. The City would like to see a solution to the public access issue on this property and has offered to help as we go into future public outreach meetings.
CDFW has for their part ceased enforcement actions for the moment. Please keep in mind if that situation has changed since the writing of this update, we are only aware of what we hear from locals. So if you see fencing, downed trees, trails being demolished or anything else that stands out to you please report it to us. Photographs and detailed summaries are immensely helpful. Please also note we have no guarantee from CDFW that they will not patrol this property. The only guarantee is that we are both working in good faith together towards a solution and we have asked them to manage the property the way they would once our agreement is in place.
So what has CDFW agreed to? On record they have agreed to modifying the Civil Code which is a complicated process, but very attainable to allow for legal Mountain Bike Access on the Reserve and they have agreed to identifying trails outside of the two designated fire-roads to become system trails. Now, this will be an ongoing discussion and we will need to work hard to get to a compromise of reasonable access on the Reserve while respecting the spirit of the reason these lands were purchased and preserved.
I do not expect anyone will be 100% satisfied at the end of this process (including CDFW), but I believe we can find a compromise that CDFW, local riders and SDMBA will buy into. I have heard from a lot of different people in the area and I do know your concerns. I want to assure everyone we will not be turning over data to CDFW immediately, we are not going to hand over everyone’s favorite trails on the property just to have them go out and concentrate on closing those trails nor are we going to agree to a trails plan on the property that locals will not support or buy into. Please keep in mind CDFW is well aware of Strava and could find trails on their own, but just do not have the manpower to monitor this property or shut it down on their own.
I expect that we will need to have one or two more public meetings as we work towards a trails plan on this property and we will follow up with you on dates once we get there. In the meantime, SDMBA will continue working with all interested regional stakeholders and have several follow-up meetings planned with CDFW.

I see both sides of the argument (mostly), but at this stage, I'm just jaded about any 'natural habitat' issues in this little island in the middle of humanity. I'm not a builder, but Goddammit I sure enjoy discovering a new masterpiece that someone had the willpower/drive to create, for the enjoyment of themselves, and for the rest of us. Pretending that Calavera is some immaculate garden of Eden, at this late stage, seems to be a retarded proposition. Humans need to create, and recreate. Since I've ridden there, admittedly, not as long as so many others, I've savored the "Wild West" aspect of the whole situation. It's not my property, but there is a small sense of 'squatter's rights', at play. There are probably 'enough' existing trails to satisfy my urges, so I won't overtly promote further building, but I personally, cannot/will not discourage those compelled to make cool and fun stuff.

As most of us do, I will just continue to ride the shit out of it till they pave it (as a famous man once said).

Interestingly, if we look at La Costa and compare, the trails have not been further developed. I don't know the whole story, but I reckon it was the mutual respect and understanding between riders, and particularly, builders/liaisons (Rich Julian?) and the managers. That said, I wish there were a few more trail options there with more fun features. (I'm NOT promoting unauthorized building there however).

That said, I'd MUCH rather spend a couple of hours riding Calavera than La Costa. (and if it were closer, I'd just go ride with Ozzer). But we shouldn't have to commute 2-3 hours just to ride some fucking fun trails for God's sake!

Just random thoughts related to the issues of the day... (and I respect that my opinions may or may not be accurate).

It only takes me 35-40 mins to commute to Calavera and contend with zero good post ride grub spot.
I've written off La Costa. Gets my bike too orangy dirty.

Next weekend, up here, the other XC trail. Shuttle or sufferfest. Let's go.

WTH did they do up top on the SW side and why? It appears the dragged a mower/grasshog around up there for some reason, cutting large swaths of seemingly random grassland....?
