The banking doesn't look steep enough to allow a high speed. Small tracks with tight turns need steeper banking. Forest City Velodrome has 50 degree banking and is 138 meters long. For a 25 Meter track, you need an even steeper banking and a start ramp to get you up over 20 mph before hitting the turn.

The crashes would then be even more entertaining as hipsters lose control of their bikes and get launched.
