along with a suspension tune if he hasnt done that already.
back when i was racing, wheels (including tires) and a suspension tune were the two biggest factors to help improvements on my race times.
a suspension tune is relatively inexpensive if you dont have to pay for labor (i.e. my volunteer post earlier on).

I've got a set of EX500 rims sitting in my garage if you guys want to build up a wheel set for him I'd be glad to donate them. I also have a complete set of Mavic's, EN321's I think they are with Shimano SLX (I think) hubs.

The front is 15MM and if I remember correctly the rear is 142MM. They came off the Nomad I bought my son last summer. They have maybe 4 or 5 short rides on them.

If those will work I'd donate them and then you all could use the money you're raising for a dropper or something.
